Piracymeter Annual Trusted Flagger Activity Report (2025)

Piracymeter UAB publishes its Annual Trusted Flagger Activity Report in accordance with Article 22(3) of the Digital Services Act (Regulation (EU) 2022/2065).

Reporting period: January 1, 2025 – December 31, 2025

This report provides a transparent overview of Piracymeter’s activities as a Trusted Flagger specializing in intellectual property infringement, including:

• volumes of submitted notices under Article 16 DSA
• categories of illegal content reported
• actions taken by online platforms
• effectiveness of notice-and-action mechanisms

The report supports regulatory transparency and demonstrates how Trusted Flagger notices contribute to the removal of illegal content across online platforms operating in the European Union.
